Montgomery County Housing
Trust
The Housing Trust was established by legislation in 1990 by the
County Commission to provide a flexible source of financial
resources to address unmet housing needs of low-and moderate-income
households in Montgomery County, Ohio. The Montgomery County Housing
Trust has been funded each year since 1990 by a special
appropriation from a one-half cent sales tax collected for
affordable housing, economic development, and arts and cultural
programs. In 1999, the Montgomery County Commission extended its
commitment of funding for another 10 years. In addition, the
Commission assigned responsibility for the management and day-to-day
administration of the Housing Trust to COUNTY CORP. As administrator
of The Housing Trust, COUNTY CORP’s role includes, but is not
limited to:
- Allocate Housing Trust funds in a fair and efficient manner
throughout Montgomery County in accordance with the guidelines and
principles adopted by the Board of Trustees. (expenditure of funds
shall be consistent with the Consolidated Plans adopted by the
political subdivisions located in the County)
- Leverage private and public dollars to increase the amount of
funds for affordable housing.
- Assist in the identification of affordable housing needs in
the County.
- Providing leadership for new and innovative ways to address
affordable housing on a long-term basis.
COUNTY CORP has successfully served as Montgomery County’s
non-profit development arm with a mission to provide affordable
housing opportunities to low- and moderate-income households since
1980. In addition to the administration of the Trust, COUNTY CORP
shall continue to implement housing programs and is eligible to
apply for and utilize Housing Trust dollars. In doing so, it shall
submit applications for evaluation through the review and approval
process established for the administration of the fund.
