This is the directive received by the class from Debbie Berry, Cleveland City Planning Commission, concerning Burke Lakefront Airport. The three scenarios presented here were investigated and reported on in detail.

The Lakefront Planning Process has identified three potential future alternatives for the Burke Airport property including:

  1. Maintain Burke as an airport and enhance its economic viability,
  2. Remove the airport and redevelop the Burke site as residential, retail, or other public uses, or
  3. Maintain Burke as an airport, but redevelop its periphery and adjacent property with complementary uses and/or public access opportunities.

At this point, the planning process is leading towards the last alternative as being the most feasible in the foreseeable future. In order to help us make that decision, we would like the Planning Capstone Studio to research the following issues associated with each alternative.

Maintain Burke as an Airport

  • Investigate what we should expect of a fully developed airport
  • What are the deficiencies of Burke Airport (we feel that the terminal location is one deficiency that could be improved)

Redevelop Burke into uses other than an Airport

  • What would the process be to decommission Burke as an airport? Potential timeline?
  • Look into some of the trials and tribulations Meigs Field in Chicago underwent when a group was trying to remove it and why their efforts failed.
  • What would be the best uses for the site if it were fully available?
  • Would we need to build a new reliever airport elsewhere in order to justify removing Burke? If so, what potential sites would be compatible/acceptible?

Maintain Burke as an Airport with compatible development on site

  • Compare other secondary airports to see what other development has occurred around them.
  • If we keep the airport and want to maximize its potential for recreational use/major events (such as air show and Grand Prix we now do) - what other events or uses are compatible with an airport?
  • What does the FAA allow for shared on-site uses (research their regulations)
  • What potential development could exist along the southern edge of Burke if we modified the roadway and shifted the runway north? How much space would we need to make that feasible?

Other issues that could be investigated include:

  • Mapping out the clear zones and any existing infrastructure that may have gotten a height exception for that clearance (e.g. the Mather has a height exception for part of its length)
  • How have other airports have dealt with issues relating to shared development? (For example, both Cuyahoga County Airport and DuPage County Airport in Chicago have a golf course on-site. In order to make those courses challenging without being allowed to have trees or other height obstructions, they were forced to use topography and special grasses - what are some of other creative ways to integrate development?)
