Legacy City Planners is a group of Master’s of Urban Planning
and Development students at Cleveland State University dedicated to
helping solve issues affecting the urban environment in Northeast Ohio.

The Instructors

Professor James Kastelic

James Kastelic joined the adjunct faculty at the Maxine Levin College of Urban Affairs at Cleveland State University in 1996, and currently teaches courses in community and regional planning. He also serves as Research Fellow at the Center for Community Planning and Development, with research interests in natural resource management and land conservation. He formerly held several positions, including Deputy Director at the Cuyahoga County Planning Commission, from which he retired in 2002; Senior Park Planner for Cleveland Metroparks from 2002-2013; and Program Director for the Trust for Public Land’s Ohio office from 2013-2016. Mr. Kastelic holds a Bachelor of Arts degree in geography from the University of Kansas and a Master of Arts degree in urban geography from Kent State University.

Professor Thomas Hilde

Dr. Hilde teaches courses in land use planning, the built environment, graphic communication, geographic information systems (GIS), and urban sustainability. His research centers on sustainable and resilient urban development with a focus on green infrastructure, scenario planning, and innovative spatial planning technologies.

The Students

Anthony DiVencenzo

Anthony DiVencenzo is a 2015 Graduate of the University of Akron with a bachelor’s degree in business with a supply chain focus. He will be graduating with a Master of Urban Planning and Development spring of 2022. Anthony is especially interested in the real estate development segment and hopes to continue working within this area as his career progresses after graduation. Currently, Anthony works in the Public Works Dept. for Cuyahoga County, works on zoning reports for Comprehensive Zoning Svcs, and is a property manager for Premier Property Mgmt. Svcs. and runs an HVAC business on the side. Acknowledgments to all the classmates who put much effort into this project, Professor Kastelic, Professor Hilde, and all of our contributors to the class this semester.


Erica Tinnirello

Erica graduated from Cleveland State University with a bachelor’s degree in Urban Studies, concentrating in Regional Planning, and a certificate in Historic Preservation. She will be graduating with a master’s in Urban Planning and Development in May 2022. She hopes to continue to work in the Cleveland area to help further the city’s growth. Her interests are in historic preservation, urban design, and transit-oriented development. She would like to thank her classmates and professors who worked tirelessly on this project.


Greta Thomas

Greta graduated from the University of Cincinnati’s DAAP program with a bachelor’s degree in Art History. She will be graduating with her master’s in urban planning and development from Cleveland State University in 2022. She hopes to work within the city of Cleveland after the capstone course, pursuing her interest in urban design, land-use, comprehensive planning, and transit-oriented development. Greta is incredibly thankful and proud of her classmates for the hard work she’s seen them invest into this plan. Additionally, she would like to acknowledge Dr. Thomas Hilde and Mr. James Kastelic for their sincere support and distilled knowledge throughout the semester.


Jimmie Hicks III

Jimmie Hicks III is preparing to graduate in December 2022 with a Masters in Urban Planning and Development. Jimmie earned his bachelor’s degree in Liberal Studies with a focus in public relations and event planning from Bowling Green State University. While at CSU Jimmie has developed a passion to see equitable development take place in underserved communities. Jimmie is currently a Board Trustee for his family-operated non-profit, Start Right Community Development Corporation, located in the Caledonia neighborhood of Cleveland Heights. Through the CDC Jimmie volunteers as the Project Director for their housing rehab program, The Good Neighbor Project, and their upcoming infill housing development project. He would like to thank his professors and classmates, who he has learned so much from, for sharing this journey with him.


Katherine Priebe

Katherine is pursuing a Master of Urban Planning and Development degree from Cleveland State University with a graduation date of December 2022. She holds a Bachelor of Fine Arts in Integrated Design from Parsons School of Design and a bachelor’s in Urban Studies from Eugene Lang at the New School in New York City. Her professional interests include equitable & sustainable development, zoning, neighborhood master plans, creative community engagement, and green infrastructure. She would like to thank her classmates for working together collaboratively and her professors for their guidance during this project.


Keenan Fentress

Keenan will be graduating with his Master of Urban Planning and Development degree from Cleveland State University in May 2022. He holds a Bachelor of Arts in Political Science from Walsh University. His interests include social impact through achievement in community outreach & equitable policy analysis. Keenan is tremendously gracious and expresses his gratitude for all of the incredible work implemented by each classmate. He also would like to thank Dr. Thomas Hilde and Mr. James Kastelic for their advice, extended knowledge, and profound knowledge during the duration of this project.


Patrick Arthofer

Patrick is a former CSU undergraduate student with a Bachelor of Arts in Psychology and a minor in Statistics. For his Master’s in Urban Planning and Development, he specialized with a certificate in Geographic Information Systems and works as a graduate assistant for Dr. Ganning. Patrick initially started his studies at TRI-C and was able to transfer to CSU through the Jack, Joseph, and Morton Mandel Continuing Scholars program. During his time as an undergraduate, he was part of the Jack, Joseph, and Morton Mandel Honors College, which has generously sponsored his tuition at CSU. Patrick arrived 6 years ago from Vienna, Austria with an international student visa, after attending a higher technical learning institute with a specialization in media and networking informatics. Patrick is interested in the general well-being of society and visualizes the urban environment as a patient through his psychological background. He also advocates for resolving root causes of issues instead of symptoms and among other things has led a college forum at The City Club of Cleveland on community health.


Paul Triolo

Paul is graduating this spring with a Masters in Urban Planning and Development, with a specialization in Environmental Sustainability. He holds two bachelor’s degrees in Geography and Citizenship and Civic Engagement from Syracuse University’s Maxwell School of Citizenship and Public Affairs. Post-graduation, Paul hopes to continue working in the Cleveland area, pursuing his interests in greenspace, land use planning, climate resiliency, and the built environment. He would like to thank everyone who supported this project, with special thanks to Dr. Hilde and Mr. Kastelic for their advice and guidance this semester.


Samuel Schweikert

Sam graduated from Ohio University in 2020 with a bachelor’s degree in Urban Planning and Sustainability and is currently wrapping up his second year in the Masters of Urban Planning and Development Program at Cleveland State University, from which he’ll be graduating in the winter of 2022. Sam has also spent the last 3 months working as a Planner I for the Northeast Ohio Areawide Coordinating Agency in their Transportation Planning and Engineering Division. Topics of interest include sustainable and resilient planning, transportation-oriented development, transit network data analysis, green infrastructure, and climate change adaptation planning. Outside of work and school, Sam enjoys being active outside, spending time with family and friends, and supporting Cleveland sports teams.


Shneur Kushner

Shneur is graduating this spring from the Maxine Goodman Levin College of Urban Affairs with a master’s degree in Urban Planning and Development with a specialization in Housing and Neighborhood Development. He holds a bachelor’s degree in Regional Planning with a certificate in Historic Preservation from Cleveland State University. Post-graduation, Shneur hopes to continue working in the Greater Cleveland area, pursuing his interests in land use planning, placemaking, and solving urban issues. He would like to thank everyone who made this project possible. Special thanks go out to Dr. Hilde and Professor Kastelic for their advice, guidance, and support throughout the semester. Shneur would also like to thank his classmates for working collaboratively and tirelessly to bring this project to fruition.
